         COP15 PUBLICATION
Leading the way: a role for African Regional institutions is a publication and a dissemination of the challenges and recommendations articulated in the ‘African Leadership on Climate Change: Challenges and Opportunities for Regional Institutions’ workshop, held in Tunis in January 2009. It points out the urgent need for African Leadership on Climate Change particularly at the regional level and most importantly the potential of African institutions to provide leadership on climate issues, their unique responsibilities and ability to act as climate response catalysts. This publication is part of the activities for our 'African Leadership and Climate Change' project with the Loyal Danish Embassy and will be distributed before and during CoP 15. PGIS Workshop Participatory
Geographical Information System (PGIS) on Natural Resource Management and Local Development Workshop at Hotel Savana in Dakar on August 19-20th 2009This Workshop was organized with the International Development Research Centre (IDRC) and gathered academics, experts and programme directors from several African Countries to discuss and share their opinions and research proposals on PGIS. The first day started with an introduction to ICT, NRM and local development in Africa by the IT Manager of Lead Francophone Africa. Then, it was followed by an introduction to PGIS and a background to the proposed research. Finally each country presented their research proposal (Benin, Kenya, Rwanda, Malawi, Senegal, Tunisia). The second day opened up with a summary and comments on day 1, followed with an instructive presentation about the gender perspective and various discussion around the topic and its articulation and finally reports from working groups. Several recommendations were made by the participants. It was seen as crucial to identify and locate the research area. Often research was planned for the entire country which is not feasible both in terms of human and financial resources. Furthermore, it was agreed that it was important to define a conceptual and theoretical framework which highlights the issues surrounding the use of PGIS in NRM and Local Development and to focus on a couple of goals (2 or 3) to avoid spreading ourselves too thin, just to quote some of the recommendations that were made. Consequently, LEAD Africa will undertake to draw up with the support of IDRC, a pan-African research programme dealing with the most innovative ways of using PGIS in NRM practices and policies and local development. The main purpose of this programme is to contribute to the development of a scientific and the chronological platform that can allow the understanding of the conditions for optimal PGIS development within the framework of NRM and local development.
